The second Carter review, looking at productivity and performance in mental health and community trusts, has substantially overrun its August 2017 launch date, according to the Health Services Journal. The previous Carter review, which examined the state of the acute sector and was published in 2016, had a high impact, but the second Carter review is struggling establish meaningful targets for providers.
