The Cold Weather Plan for England aims to prepare for, alert people to, and prevent, the major avoidable effects on health during periods of cold weather in England.
A cold weather alert system, established by the Department of Health and the Met Office, will operate in England from 1 November to 31 March. During this period, the Met Office may forecast severe cold weather, defined by forecasts of mean temperatures of 2°C for at least 48 hours, and/ or snow and ice.
It recommends a series of steps to reduce the risks to health from cold weather for:
- the NHS, local authorities, social care, and other public agencies
- professionals working with people at risk
- individuals, local communities and voluntary groups
