Updates from System Leadership
Aspirant ICS Programme
At the 24 September Sponsoring Board, the Terms of Reference for the Aspirant programme will be agreed. The Terms of Reference will cover the following areas:
- Sharpening and communicating our vision
- System governance and leadership
- Vision through to execution
- System finances and single plan
- Care re-design
- Population health management
In addition, the Sponsoring Board will include a workshop focusing on the possible future governance options to sustain effective systems working.
Updates from Delivery Areas
Integrated Care
An action packed Integrated Care Steering Group was held on Wednesday 19 September where the group made progress in the following areas:
- Agreement to create an additional programme area, which encompassed system-wide pathway work including diabetes, respiratory, end of life care and frailty. Programme boards for these areas will now start to report into the Steering Group.
- The Weston frailty model was presented and the group provided feedback on possible next steps. It was agreed that the detailed modelling for the frailty model should be continued and presented back to the group which will enable a more detailed consideration of how this model could influence plans for other localities.
- A proposal for next steps to develop a BNSSG-wide approach to Social Prescribing was agreed. These are:
- Form short-term Social Prescribing Group of local subject matter experts
- By November, develop a framework to define model and assess gaps in different localities
- By January, develop proposals for new services via Locality Transformation Scheme Provider Forums.

Clinical Cabinet
On Wednesday 19 September, the Clinical Cabinet met to discuss the current state of urgent care within the BNSSG area. Invitations were extended to include wider clinical representation from partner organisations.
Attendees expressed their views on the current state of urgent care services, addressed the issues, risks and barriers that prevent possible improvements and agreed there is an acute need to begin working collaboratively on solving the issues in an open and transparent environment. The group committed to support the re-design of urgent care services through the Clinical Oversight Group.
Communications and Engagement Lead Group
The group met on Thursday 20 September. Stephen Lightbown updated the group on the development of the overarching stakeholder engagement plan, which sets out an aspiration to start a conversation with at least 20,000 members of the public over the next 12 months. The plan will be developed and shared more widely once taken through Executive Group.
Becky Balloch also updated the group on the development of the Healthier Together Citizens’ Panel – with recruitment to the panel starting week commencing 24 September. Becky also set out plans for a public facing event, to most likely take place in late November.
Workforce
Apprenticeship group
Good progress is being made with the partnership tender for Advanced Clinical Practice apprenticeship. The tender closed on 31 August and a scrutiny meeting was held on 11 September, the results of the tender will be announced week commencing 15 October.
The group have also gone out for tender for Leadership and Management Levels 6 and 7. The tender went live on 17 September and will close on 8 October, with the results being announced the week commencing 29 October. The group are now looking at other apprenticeship roles that would benefit from this process. The Nursing Associate cohort for October has been postponed to November.
Education and Training Transformation sub group
The group met on 20 September and discussed the difficulties in implementing passporting of statutory and mandatory training across organisations. These include the technicalities of transferring statutory and mandatory training between learning management systems and the ESR system, and the requirement for aligned competencies.
University Hospitals Bristol and North Bristol NHS Trust agreed to work together to find a way of resolving these issues, to pilot passporting of statutory and mandatory training with a target date of 1 January 2019. Once this has been achieved a timescale for wider implementation will be agreed.
Health Education England Mental Health People Matters Board
Becky Wright attended this board meeting on 18 September. Presentations focused on Children and Young People’s mental health, perinatal crisis work and GP perceptions of mental health training needs.
STP mental health workforce plans for next five years were also discussed. HEE have collated this information into a dashboard which will be used to monitor mental health workforce data.

Portfolio Management
SROs and Programme Leads Network
The first SROs and Programme Leads network workshop was held on 17 September. Using a speed-dating format, programmes had 15 minutes together to define opportunities to collaborate and how any overlaps or gaps will be managed. SROs have until the end of 24 September to feedback on how they would like to maintain a network.
Reporting this week
From the end of this week, all programmes will start to report on deliverables. Further information will be in your inboxes shortly. The deadline for reporting this month is Friday 28 September.
Future NHS Collaboration Platform
Healthier Together are currently piloting the NHS England platform to enable programmes to collaborate and share information. If you’re keen to support whilst we develop the platform, register here.
Team changes
This week marks the last week that Linda Gorton, Portfolio Coordinator and Ingrid Randall, PA/Diary Manager are with the Healthier Together team. We will miss them greatly!
